Make eyeshadow stay without primer?

i dont have primer, or any fancy make up tools to make my eyeshadow stay. and i cant do touch ups during the day cause im a host/waitress at a restaurant. any techniques that work, that will help me? because within the first hour of me putting on eyeshadow the center is always faded and looks horrible. and yes i've tried the foundation thing... any help?
